China has announced it will ease a controversial rule that has dictated family planning for three decades. State-run media reports the ruling party is ending its one-child policy.
Xinhua news agency says couples will now be allowed to have up to two children. Leaders announced the change at the close of a key Communist Party meeting focused on financial reforms and growth.
China implemented the family planning policy in the '80s to reduce the country's birth rate and slow the population growth rate. It limited urban couples to one child. The policy was relaxed in recent years. The reform allows couples nationwide to have a second child if one parent is an only child.
