Russian President Vladimir Putin has signed an agreement to annex Crimea. He said the autonomous Ukrainian republic is an inalienable part of Russia. Putin stressed historical bonds with the region in an address to parliament.

"I ask you to adopt this bill that's been prepared. It will allow the Crimean Republic to join the Russian Federation. I have no doubt of your support."

Putin said the interim Ukrainian government includes radical anti-Russian forces, and he said some Crimeans cannot live in peace. He said the referendum was in line with international law. Putin said most of the people in Crimea and in his country support integration.
