Visitors to one of North America's natural wonders are enjoying a rare spectacle. Parts of Niagara Falls are frozen solid. Record low temperatures turned the roaring rapids to ice at the top and bottom.

The temperature near the falls fell Wednesday to a record low of minus 20 degrees Celsius. The area hadn't been that cold in more than 70 years. The freeze is stretching public finances. Officials in the city of Chicago say they may not have set aside enough money to clear away snow.
